In September 2006 a new wholesale energy market of power and capacity (NOREM) was launched in the 1st and 2nd price areas, while the Spot market (SM) replaced the Free Trade Section (SST) in the competitive segment of the wholesale market and a new Balancing Market (BM) emerged (BM operates much in the same way as the divergence section).
In the regulated energy market segment electricity and capacity are sold under regulated tariffs set by the Federal Tariff Service (FTS), in the competitive segment (SM and BM) electricity and capacity are sold at competitive prices, which are defined by the balance of the supply and demand.
The share of electricity, annually sold by the generating companies at the competitive prices is set by the Government Regulation №205 of 07.04.2007 and amounts to 7.6 % on the average in 2007 (without the share of residential housing consumption). The planned share for 2008 amounts to 20.1%. Since July 25, 2008 the liberalization rate at the energy market amounted to 25%. On January 1, 2009 the liberalization rate at the energy market achieved 30%, in accordance with the industry reform plan.
In the new energy and capacity market (NOREM) power plants load is defined depending on the balance of the market and application prices. This principle provides for a balanced load of own generating capacitites: they are loaded when the market price is higher than electricity production costs and they are not loaded when the electricity production costs are bigger than market electricity price. The existing market model provides for a capacity load planning approach and the optimization of the fuel consumption structure.

Irirklinskaya GREI Iriklinskaya GRES is one of the biggest power plants in the Southern Urals.
Irirklinskaya GRES is located in the eastern part of the Orenburg region in the centre of a highly developed economic region. Magnitogorsk is to the north from Orenburg, Orsk-Aktyubinsk industrial area – is to the south, a rich in resources Sokolovsk-Orbaysk iron field – to the east, Mednogorsk and Kuvandyk – to the west. The nearest big city of Orsk is in 100 km. Iriklinskaya GRES is a major company of the village of Energetik. The population of Energetik amounts to 9.5 thousand people.
Iriklinskaya GRES has its own hydro power station with the capacity of 30 MW. The Hydro power plant is located in 20 km from Iriklinskaya GRES.

Permskaya GRES is located in 70 km from Perm and in 5 km to the north-west from the city of Dobryanka, on the left bank of the Kama water reservoir between the industrial center of the Perm region (oil mining and oil refining, petrochemistry, machine construction and other energy consuming production) and the Verkhnya Kama industrial center (petrochemistry, chemistry, non-ferrous and ferrous metallurgy, lumbering and natural resources mining).
The installed capacity of the first line of power units of the GRES amounts to 2, 400 MW. Nowadays 3 steam power units with the installed capacity of 800 MW each are under exploitation at the power plant. They were constructed in the period between 1986 and 1990.
